Finland is the smallest of the four Nordic MedTech markets — approximately EUR 700–850 million annually — but structurally interesting because of the 2023 healthcare reform. Twenty-one new wellbeing services counties (hyvinvointialueet) took over social and healthcare services from the previous 300+ municipalities, consolidating procurement, simplifying tender structures, and in some cases creating entirely new multi-year contract cycles.
Regulatory oversight sits with Fimea (the Finnish Medicines Agency) in Kuopio, which is the competent authority under EU MDR and IVDR. CE-marked devices are accepted directly. Finland applies the EU framework rigorously, with Fimea active on post-market surveillance and incident reporting. Finnish language documentation for user-facing elements (labels, IFUs) is typically required in addition to English.
Hospital procurement now runs primarily through the 21 wellbeing services counties plus joint purchasing via HUS (Helsinki University Hospital) and the five university hospital districts. Tender cycles typically run 2–4 years. The reform has made the Finnish market more accessible for foreign OEMs — fewer counterparties, more consolidated volume — but distributor relationships remain the gate.
